Abstract
This work evaluates and quantifies infrastructure system risk, defined as the influence of scenarios on system priorities. A scenario-based multi-criteria preferences model assesses system component priorities, and reevaluates those priorities for a set of climate and other related scenarios. The methods are demonstrated for the case of the nascent renewable energy sector of Iraq, identifying scenarios which most affect renewable power system priorities.
