Risk is inherent in every product life cycle. The US Department of Defense (DoD) has a well understood process for identifying, addressing, and managing risk in developing systems - but it does not translate well to understanding impacts to operations. Rigorously connecting operational and development perspectives supports informed decision making throughout a product's life cycle. This research focuses on defining formally captured, meaningful relationships between development risks and operational risks. This work captured these relationships using well established modeling languages; this then allows exposing stakeholder‐specific perspectives of the underlying, cross‐cutting relationships. Our presentation will outline the Digital Engineering approach and MBSE methods used to
establish bidirectional analysis of risks associated with the development of a
complex system in a changing operational environment. This methodology is
intended to support stakeholders from both domains in requirements analysis and
trade-off decisions.
